Meet the Houston Student Managers

Quincy Rhoades
Quincy is a fourth-year undergraduate student pursuing a Bachelor of Arts degree in Health & Societies (Public Health). Raised in Philadelphia, PA, he grew up surrounded by the complex realities of urban life, resilient communities often overlooked by the systems meant to support them.

Witnessing neighbors navigate unequal access to healthcare, safe housing, and nutritious food ignited a deep sense of responsibility in him from his youth. Public health, for Quincy, isn't just an academic pursuit—it’s a personal calling rooted in love, justice, and a desire to repair health inequalities.

His studies focus on the intersection of community health, policy reform, and social equity. He is passionate about amplifying the voices of underserved populations and reimagining health systems that are meant to serve everyone.
Hailey Tobin
Hailey Tobin
Hailey is a fourth-year undergraduate student studying physics in the College of Arts and Sciences. On campus, she is involved in the Glee Club, and in her free time, she enjoys crocheting and baking. Her favorite color is neon green.

She is looking forward to having the opportunity to work closely with her peers and help make Houston Hall a welcoming environment for all.

Sophia Neaman
Sophia is a fourth-year undergraduate student for a BA in Neuroscience and a minor in Chemistry in the College of Arts and Sciences. She is the president of Cogwell, co-chair of Penn Wellness Student Coalition, and writer for the Daily Pennsylvanian.

She enjoys reading and exercising. Sophia has a love for animals and spends her free time volunteering at the Philadelphia PAWS animal shelter.

In her new role as a Houston Hall Student Manager, she is looking forward to gaining leadership experience and building invaluable connections with her peers.

Belinda Chen
Belinda Chen
Belinda is a second-year undergraduate student majoring in Nursing and Nutrition Science at the University of Pennsylvania. She is interested in various aspects of healthcare and has engaged in cultural outreach and community service programs.

She is also an avid collector and loves discovering new figures to add to her collection, such as Smiskis and Mofusands.

Belinda looks forward to helping her team members feel welcomed and supported in their roles by assisting them, answering questions, and making sure they feel confident and prepared. She is excited to help create a positive and inclusive environment where everyone can contribute to the campus community.
